Discovery in garbage bag leads to Milford woman's arrest

Police say two residents made a startling discovery Sunday as they were walking by a home located on Ocean Avenue in Milford.

According to police, the residents heard whimpering coming from a tied-up garbage bag. Inside they found three dead dogs and a live one. Animal control responded and took away the dead dogs and allegedly found about 30 cats, nine dogs and six puppies inside the home. They also say they found unkempt and unclean living conditions throughout the home.

Francis Johnson was charged with cruelty to animals and risk of injury, due to the living conditions in the home where her two teen daughters also live. Johnson is due back in court on March 27.
