State proposal would ban sale of ‘puppy mill’ pets

A new proposal would ban the sale of dogs, cats and rabbits from so-called "puppy mills" in New York.
The bill is being negotiated in Albany by both the Assembly and Senate.
Dori Scofield, president of Save-A-Pet Animal Shelter in Port Jefferson Station, is thrilled about the proposal but also emotional because of the cruel conditions where she says the animals come from.
David Schwartz is an attorney whose group, Puppy People United, represents pet stores statewide. He says the ban would put many stores out of business if passed.
According to the ASPCA, New York has the highest number of dog retailers in the nation, with about 2,000 puppies for sale at any given time.
California and Maryland have already banned the sale of puppy mill animals.
