An independent review has found that there were major failures in how the Connecticut State Colleges and Universities' system handled the sexual harassment complaints involving former interim chancellor John Maduko.

The review found that multiple leaders failed to follow reporting procedures and complaints were not properly documented or shared. The report also said Maduko's hiring process fell short of standard vetting practices.

As News 12 has reported, Maduko resigned in April over an investigation in personal conduct.

It was later revealed that Maduko was investigated for sexual harassment following a complaint filed by a female employee. Maduko is accused of sending the woman two years' worth of explicit messages. The woman, who has not been identified, had previously said that nothing was done by CSCU leadership.

In May, Natalie Braswell was named the interim chancellor and will serve while CSCU conducts a nationwide search for permanent system leader beginning in fall 2026.

"The Board of Regents and CSCU System Office accept these findings and are moving forward with a series of reforms to address them. These actions will include strengthening employee reporting and escalation requirements, improving leadership screening and vetting, reinforcing compliance and training, reviewing governance and oversight practices, and taking appropriate personnel action. The report provides a clear roadmap for change. Our responsibility now is to implement those changes, hold ourselves accountable, and restore confidence in the systems that are intended to protect our students and employees,” said Sam Norton, spokesperson for CSCU.
