Police in Torrington have filed cruelty charges against a woman they say kept dozens of animals in her home.

Robin Betz, 59, will appear in court next week.

Animal control found three dead dogs, as well as three live dogs and 21 cats living in filthy conditions in the home on Beechwood Avenue.

News 12 is told the animals were confined to cages and didn't have food or water.

They are now being cared for by animal control.
