City and state officials broke ground at the Oak Grove construction site located on West Cedar Street in Norwalk on Monday.

The project will eventually be a 69-unit affordable housing complex with a new learning center, giving families free access to education programming.

“What's great is they're located near hospitals, Norwalk Community College and also near public transportation,” said Lt. Gov. Susan Bysiewicz.

The project is being financed through grants from the Connecticut Department of Housing, the state's Community Investment Fund and more.
