Lawmakers at the state Capitol advanced a controversial plan Wednesday to lower electric bills by eliminating the public benefits charge for at least three years, borrowing $2.5 billion to cover the cost, officials said.

The proposal also changes how Connecticut purchases electricity on the wholesale market.

The plan now moves to the Energy and Technology Committee for further review.
