Wilton police say Dylan Tuz, of Pawling, drove up to a 14-year-old girl and spoke to her while touching his genitals.
Police report he circled the area eight times within an hour. An investigation revealed a similar incident with a matching vehicle in another town.
New York State Police tracked him down and took him into custody.
