It's a messy morning commute for Bronx residents due to the first major winter storm of 2007.Freezing rain turned to hail, creating many icy streets in the borough and the rest of the city. Drivers are being told to stay home unless they have to head out on the roads. For those that must be outside, drivers are urged to use caution and to allow extra time for traveling.The storm didn't give students the day off they were hoping for. New York City's public schools were open and school buses were operating on a regular schedule.
