Gov. Ned Lamont is mobilizing the state Emergency Operations Center for the storm.
It was already activated because of the pandemic.
The governor is also extending the state's cold weather protocol until 12 p.m. on Wednesday.
Towns can coordinate with United Way and the state's network of shelters.
Lamont is also closing all state executive branch offices Monday.
Level 2 state employees who can work from home are asked to do so - also those who were designed as Level 1 employees because of the pandemic.
Level 2 employees who can't telecommute are asked not to report to work in person.
