Gov. Ned Lamont is pushing alternative solutions to try and halt the rising trend in juvenile crime across the state.
The governor and the state public safety commissioner say the emphasis should be on prevention rather than Republican calls for stronger enforcement.
The governor's proposals include more support and so-called "wraparound services."
