Gov. Dannel Malloy held a news conference Monday pushing for a so-called constitutional lockbox that would protect revenues in a new transportation fund.
Malloy says the amendment will prevent governors from using the fund's money for other projects.
He says improving Connecticut's infrastructure is crucial to the state's future.
"We cannot afford to wait, we cannot defer hard decisions and we have a moral obligation to act if we are to grow our economy well into the next 20, 30 and 40 years," Malloy says.
