Gov. Dannel Malloy is set to unveil a new education reform plan in Hartford.
The proposal would increase funding for charter schools and provide incentives for local districts to create alternative schools on their own.
Malloy's plan would also require districts to start pitching in $1,000 for every student who attends a charter school instead of a traditional public school.
