At today's legislative session in Hartford, Gov. Ned Lamont proposed a $28.7 billion budget to rebate residents making less than $200,000 a year.

Lamont attributes the issues facing the middle class to harsh cuts coming out of the White House.

The high costs of living in Connecticut is the biggest issues facing the state, according to Lamont.
