Gov. Jodi Rell announced Friday that she'll give a rare address to Connecticut taxpayers on Monday about the upcoming budget talks.

Rell set the stage for state's grim financial picture during her State of the State address earlier this month.

Recent estimates have the state facing between a $6 and $10-billion deficit over the next two fiscal years. Rell will again address both the House and Senate on Wednesday to give details of her budget.

Legislators from both sides of the aisle hail Rell's announcement.

"I think it's very important for the governor to go to the people of the state of Connecticut, talk candidly about how times are tough and we get it in state government," says Senate Minority Leader John McKinney (R-Fairfield).

News 12 Connecticut will carry the governor's address live at 6 p.m. on Monday, Feb. 2. Then at 12 p.m. on Wednesday, Feb. 4, News 12 Connecticut will also carry her budget speech to state lawmakers live.

The governor's office says Monday's speech will explain her strong stance against any new taxes and what that means for the budget.
