Milford police say Brown was apprehended on Wednesday as a shoplifting suspect at the Big Y Supermarket on Boston Post Road.
Bodycam footage shows Brown telling officers that his leg was broken and he couldn't breathe moments before he died in an ambulance.
The chief medical examiner listed Brown's cause of death as "pending further review."
News 12 reported on Friday that the state inspector general released bodycam footage of the incident.
