Lawmakers are planning to vote on a new budget Monday morning.
It includes a new "mansion tax" on home sales above $800,000, but the tax only applies to people moving out-of-state.
The budget also includes a new tax on opioid drug makers and plans for debt-free community college for Connecticut students starting next summer.
Rhode Island, New York and New Jersey already have similar community college programs.
