After passing in the Senate and House, Gov. Rell announced Saturday that a bill will soon be signed into a law to make hanging a noose a hate crime.Motivation for the legislation came as a result of the public?s outcry after several nooses were found around the state. Over the past year, nooses have been found in nursing homes, construction sites, and even the Bridgeport Police Department.Both state officials and civil rights activists feel the move is a step in the right direction.?The nooses have become the new swastika for America? said Craig Kelly, President of the Bridgeport Chapter of the NAACP.The bill will classify hanging a noose, on public or private property with the intent to harass or intimidate, as a hate crime.
