Mayor-elect Zohran Mamdani announced the appointments of several key officials who will work in his administration.
Dr. Helen Arteaga Landaverde will serve as the deputy mayor for health and human services; Steve Banks has been nominated as the city's corporation counsel and Ramzi Kassem will serve as chief counsel.
Arteaga Landaverde is leaving her role as the chief operating officer of NYC Health + Hospitals/Elmhurst since 2021. She will now oversee the Department of Mental Health and Hygiene and the Department of Social Services. While the doctor has never served in public office, she has an expansive background in public health.
“I am honored to join Mayor-elect Zohran Mamdani’s administration. My life’s work has been dedicated to making this city a better place — ensuring that every New Yorker, no matter who they are or where they come from, has access to health care, safety, and the services they need. That commitment finds a home in Mayor-elect Zohran Mamdani’s administration and vision for our city,” said Dr. Helen Arteaga in prepared remarks.
Steve Banks previously served under former Mayor Bill de Blasio as the commissioner for social services. He also served as the attorney-in-chief of the Legal Aid Society. Banks nomination must be approved by the City Council. Mamdani says he is confident in the process.
Ramzi Kassem will join the administration from the City University of New York where he works as a professor in the law school. Kassem worked under President Joe Biden as a senior policy advisor until 2024.
“The rule-of-law is the bedrock of good governance, effective leadership, and a city that works for working people. With Steve Banks and Ramzi Kassem as my Corporations and Chief Counsel, our City will not only operate in accordance with the law but will understand and employ it as a critical tool in the fight for working people and to protect their safety and fundamental freedoms,” said Mamdani.
Mamdani has yet to announce schools chancellor and the head of the Department of Transportation. He did not provide a timeline as to when those appointments could be expected.
He will be sworn into office on Jan. 1.
