Norwalk Police say a man is facing charges for hitting his 7-year-old with a belt.
Police say they arrested Chesare Duggan after his child told his teachers he was hit on the arms.
Officials with the Department of Children and Families then contacted their Special Victims Unit, who took over the investigation.
