The plan to complete the Merritt Parkway/Route 7 interchange in Norwalk has hit another obstacle.

A U.S. District Court judge ruled that the Federal Highway Administration did not provide adequate proof that it took every step possible to preserve the historic parkway. The decision means the alternatives required by federal law must now be analyzed.The court will now wait a week before it issues an injunction because there is already a voluntary stoppage in construction.
