Ex-Fairfield Public Works director charged in illegal dumping case

Joseph Michelangelo, the former Public Works director for Fairfield, was charged with illegal disposal of PCBs and conspiracy.

Another arrest was made Friday relating to illegal dumping in Fairfield.
Joseph Michelangelo, the former Public Works director for Fairfield, was charged with illegal disposal of PCBs and conspiracy. 
On Thursday, Interim DPW director and Conservation Director Brian Carey, former HR Director Emmet Hibson and Robert Grabarek of "Osprey Environmental" were also charged in the case.
New charges were also filed against Scott Bartlett, the town's former Department of Public Waste superintendent.
The investigation goes back to 2017 when prosecutors say the Julian Development Corporation was allowed to dump a large amount of hazardous waste on a DPW site in Fairfield.
