A pair of local anti-poverty agencies are joining forces after widespread financial issues left them reeling on their own. Norwalk Economic Opportunity Now (NEON) and the Committee on Training and Employment (CTE), based out of Stamford, announced a merger today. Officials say the move had been discussed for more than a year and that a new board of directors will be selected. NEON's interim CEO Patricia Wilson Pheanious says the merger will help restore the public's trust after former CEO Joe Mann resigned amid a scandal. Officials say people will still receive services from the same resource centers.
