Norwalk Economic Opportunity Now (NEON) tried to reassure parents today that the federally funded Head Start Children's Program will remain in their community despite claims of misused funds. Residents feared the program would be in jeopardy after an audit found NEON misappropriated government money. The audit accused the organization of spending more than $400,000 on unintended agency services.
