The City Council has approved a $75 billion budget for the fiscal year beginning July 1.

Council members, who are calling it a balanced budget, had reached a quick agreement with Mayor Bill de Blasio that doesn't raise taxes and avoids any layoffs. 

Highlights include increased spending for education, which will fund a free lunch program for every student in district and charter middle schools. 

The city is also increasing spending for public housing, and has allocated $6.2 million to hire 200 civilian police administrative aides. Those new desk jobs will free up 200 officers who will then be able to patrol the streets. 

The budget largely backs up the liberal campaign promises made by de Blasio before he became the city's first Democratic mayor in 20 years.
