It is still lights out Thursday for a number of Norwalk apartment complex residents who lost electricity when last week?s heavy rain damaged a basement electric system.The apartments lost power four days ago after four feet of rain flooded a basement at 143 and a half South Main Street. The basement housed electrical breakers. Contractors are working to repair the problem but the complex owner says they couldn?t siphon all the water out until Tuesday. The submerged electrical equipment was then replaced.Power is back in nine of the twelve apartments, according to the complex owner. He says he expects the remaining three apartments to have electricity by tomorrow.
