Norwalk police arrested a man Tuesday night after an incident allegedly took place at his home.
Police closed Forbell Drive after 41-year-old Gerald Tsai refused to leave his home. Norwalk police say they were waiting for Tsai to surrender after receiving a call that he had allegedly assaulted someone with a hammer on Van Zant Street.
Police called in their negotiating team and emergency services unit because they suspected Tsai was armed with a shotgun.
Officials say Tsai surrendered after two hours of negotiations. Norwalk police Lt. Paul Resnick says authorities have had prior contact with Tsai.
?We've had prior incidents with the individual,? he says. ?We're familiar with him and his views.?
