The City Council has filed a lawsuit against an executive order that invites Immigration and Customs Enforcement agents to set up offices at Rikers Island.
The order was issued by first deputy Randy Mastro on April 8.
Councilmembers claim that Mayor Eric Adams never delegated this responsibility to Mastro, thus making
the order unlawful.
They are also alleging that the move is a quid pro quo between Adams and the Trump administration after his federal corruption charges were dropped.
