Officials announced fall reopening guidelines Wednesday for colleges and universities in the state.

Officials announced fall reopening guidelines Wednesday for colleges and universities in the state.
They say the first phase for reopening includes resuming research programs by May 20 and resuming nonresidential workforce and degree completion programs by the beginning of June.
The second phase of reopening would be resuming nonresidential and graduate programs by July or August, and allowing some schools to start undergraduate residential small-scale pilot programs.
The third phase of reopening would be resuming undergraduate residential programs in September.
Officials say each school would develop its own plan to reopen.

- There are 30,995 coronavirus cases in the state, with 374 new cases since Tuesday.
- There are 2,718 coronavirus-related deaths, with 85 new deaths since Tuesday.
- There are 1,445 people currently hospitalized due to coronavirus, with 55 people being discharged Tuesday.
- There have been 111,447 coronavirus tests performed, with 2,804 new tests conducted since Tuesday.
- Officials say that their approach to reopening higher education is by wide consultation, a keen appreciation of the importance of higher education to the state's economy and to the lives and careers of nearly 200,000 students and being mindful of the heterogeneity of colleges and universities.
- They say that reopening education in for those who don't live on campus is low risk, but is a much higher risk for those who live on campus.
- Officials say each campus must develop its own plans for reopening, and that the state must establish "gating" conditions for reopening.
- They say the situation is fluid - meaning the state doesn't know whether gating conditions will be met in time for a full reopening of campuses in the fall.
- Officials say schools must be flexible, meaning they must be ready to open or ready to go online if needed.
- They say the gating conditions are a steady decline in hospitalizations, an adequate number of tests made available, capacity for contact tracing, statewide guidelines on physical distancing, density and wearing of face masks, adequate supplies of PPE and face masks, adequate hospital and health care surge capacity and a limited safe harbor for liability.
- Officials say reopening plans will be developed by each institution which should include a plan for repopulation of the campus, a plan for monitoring health conditions to detect infection, a plan for containment to prevent the spread of COVID-19 when detected and a plan for shutdown if it becomes necessary.
- They say that by May 20, research programs can begin, by the beginning of June, nonresidential workforce and degree completion programs can begin, by July or August, other nonresidential programs, graduate programs and undergraduate residential small-scale pilot programs can begin and by Sept. 1, undergraduate residential programs and boarding schools can begin.
