A Philadelphia man has been charged with the deaths of a Waterbury woman and her 9-year-old daughter.

Waterbury police say the victims were found in their home Friday morning.

They say the woman's other child, a two-year-old girl, was also in the apartment but was not hurt.

Police say the suspect had recently moved into the apartment and described his relationship with the woman as "tumultuous."
