Some Bronx tenants are teaming up with the members of the City Council to create a citywide elevator repair program. 
Councilman Jimmy Vacca joined residents from the Pelham Bay Towers on Middletown Road, where tenants say the elevators have been unreliable for years. 
Under the proposed measure, the Department of Buildings would be allowed to determine when elevators need immediate repairs and arrange for them to be made. The department would then bill the property owner by adding a charge to their tax bill. 
Vacca says that no city agency currently has the authority to repair an elevator under any circumstances.
