After two orders to disperse, two protesters, ages 22 and 21, were arrested.
They face charges including interfering with an officer and breach of peace.
The road was closed near the exit in both directions. It has since reopened.
The protest was one of many across the region over the restrained death of George Floyd, an unarmed black man who died while being taken into custody by Minneapolis police. An officer has been charged in his death.
