The Connecticut Public Utilities Regulatory Authority on Friday recommended the controversial sale of Aquarion Water to the Regional Water Authority. PURA has said that it has "serious misgivings about the financial terms of the transfer."
In November, PURA rejected the sale over rate concerns. Since then, a judge ordered the agency to take second look at the deal.
