A Stamford couple allegedly kept their 14-month-old son living in deplorable conditions, according to police.

Officers were first sent to 117 Myrtle Ave. Sept. 28 after receiving a medical call. Inside, they say they saw the mother, 27-year-old Marina Vouk, malnourished, dehydrated and intoxicated.

Police say the father, 41-year-old Igor Kotsopey, was not home at the time because officers had found him earlier that day, passed out on a sidewalk from alcohol intoxication.

The parents and child were taken to Stamford Hospital for treatment. The couple was arrested and charged with child neglect.

Police say the conditions inside the family's Myrtle Avenue home were some of the worst they have seen. They described the apartment as being in complete disarray, with empty bottles of liquor and garbage lining the floors. A baby crib was stained with waste and infested with ants.

"The amount of fecal matter and infestation in there was absolutely disgusting," says Stamford Police Lt. Diedrich Hohn. "I haven't seen anything like this in my career."

The couple's child has since been placed in foster care and is doing much better, according to police.

The Department of Children and Families is also conducting an investigation into the family.

Vouk has been released on a written promise to appear in court. Kotsopey is being held on $25,000 bond.
