A West Haven mother made an emotional plea Thursday calling for a new state task force to recommend more police reform.
Robby Talbot struggled with mental illness. His struggle ended inside a New Haven prison.
"I heard my son gulp out his last words: 'I can't breathe,'" said his mother Colleen Lord.
Talbot's mother Thursday told a police accountability task force about the day her son died.
"Under the heavy weight of multiple officers piling on him and restraining him with five-point restraints in a solitary cell as he writhed in pain," Lord said.
Following weeks of protests over the death of George Floyd, Connecticut passed a sweeping police reform bill. Now, the task force is looking at even more laws.
The public weighed in Thursday.
"The implicit bias trainings? I love them. I just fear that they sit for these trainings for a couple of hours and then they can leave, and they don't learn anything or they don't really care," said Maya Donald.
"I don't believe in defunding police, but I believe you can redistribute funding to support statewide innocence projects," said Christopher Dukes, of Hartford.
Many officers say was the new law was rushed and unfair. The Connecticut state Police Union is suing over the law and this week, they overwhelmingly voted "no confidence" in Gov. Ned Lamont.
"Police officers deserve and expect to be supported," said Connecticut State Police Union President Andrew Matthews.
The medical examiner ruled Talbot's death a homicide, but prosecutors called Talbot's behavior "combative." One guard was charged with third-degree assault.
"Ex- Lt. Carlos Padros was arrested for misdemeanor criminal assault. No one is charged beyond this because of the so-called unlimited discretions COs have when applying torture tools," said Lord.
