A West Haven police officer has been arrested after an incident in July.
Officer Richard Naccarato was arrested on Oct. 24 after being put on administrative leave for use of excessive out-of-policy force.
Another officer reported him to Chief Joseph Perno after responding to Jr's Bar and Grill on Campbell Ave. on July 1.
According to the affidavit, Naccarato tried to handcuff a man who wouldn't move from the bar.
He punched the officer on the left side of his face, leading Naccarato to punch the man 18 times in the head, according to officials.
Chief Perno put Naccarato on leave July 4. He sent reports to court officials as state police investigated.
"The use of force panel convening their findings," said Chief Joseph Perno. "The officer that intervened, we give a lot of credit to that officer for having the foresight and the ability to come forward and say what they saw. So, it works. The system does work."
State police determined t to charge Naccarato with second-degree assault.
Chief Perno sent paperwork to the Connecticut Police Officer Standards and Training Council that Naccarato be decertified as an officer.
