A 35‑year‑old woman died after becoming unresponsive while in Waterbury Police Department custody in March, and the Office of the Inspector General is now investigating the circumstances surrounding her in ‑custody death.
Nicole Hulett was arrested on March 22 following a motor vehicle stop during which she was charged with various narcotic offenses. According to police, Hulett admitted to using drugs prior to being stopped. She was unable to post bond and remained in custody pending arraignment.
Shortly after her arrest, staff noticed Hulett began vomiting. Officers offered to transport her to a hospital for medical evaluation, but she declined. On March 23, she was found unresponsive inside her cell. Emergency Medical Services were called to the scene and transported her to Saint Mary’s Hospital.
Hulett remained at the hospital for about a month before being pronounced deceased on April 23. The Office of the Chief Medical Examiner performed an autopsy on April 24; the cause of death is currently listed as pending further study.
The Office of the Inspector General has taken over the review of Hulett’s case, examining officers’ actions, medical responses, and jail procedures leading up to her death while in police custody. The investigation remains ongoing.
