The owner of a Redding landscaping company was accused of operating his business without a proper workers' compensation insurance policy.

Police say they arrested Matthew Lang earlier this month.

Lang is the owner of Shoots to Roots Plant Care Corporation.

State law requires all business owners to carry workers' compensation insurance policies.
