The legislation has bipartisan support, with State Sens. Monica Martinez and Anthony Palumbo among its co-sponsors. But the bill is currently before the state Agriculture Committee, and its future remains uncertain.
The proposed regulations come a troubling incident at an upstate boarding facility, resulting in the deaths of 21 dogs last summer.
Animal advocates say New York has fallen behind other states in regulating the industry. The Animal Legal Defense Fund ranks New York 29th in the nation for animal protection laws.
