Exclusive surveillance video shows the moment a woman is hit by a car in Soundview and neighbors take action make sure the driver doesn’t flee the scene.

What started as a normal Thursday morning, with friends dancing outside of a deli, quickly turned into looks of horror as a woman was struck by a car while crossing Elder Avenue in Soundview.
Surveillance video, shared exclusively with News 12, shows the terrifying moment the car tries to make a left off of Westchester Avenue and hits the woman.
Police say it happened around 8:30 a.m. Thursday. Cellphone video shows neighbors surrounding the car to make sure the driver didn't take off. A nearby store owner says he saw the scene when he arrived to open for the day.
“When I came, I saw the people around the car because he tried to run,” said Arturo Sheheadh, the owner of Deli Discount.
He also witnessed police officers arrive on the scene.
“They put the line in the street, and he started shaking," Sheheadh said.
Police say a person was arrested for driving while intoxicated but have not released the person's identity and would not confirm if it was a man or a woman.
When first responders arrived at the scene, the person who was hit was no longer there.
Neighbors tell News 12 they’re not surprised this happened.
“It’s crazy,” one woman described the driving in the area.
“It’s actually insane. We have drivers just not caring about civilians, just going left and right,” said Carlos Guerrero, a Soundview resident.
