'Truly a disaster.' Bridgeport condo complex destroyed in flood still without electricity, hot water days later

No electricity, no hot water and no mail service - that's what residents of a Bridgeport condominium complex have had to deal with since Sunday's flood heavily damaged their building.
"It's chaos," says Cartright Towers resident Gretchen Goethner. "It's truly a disaster for a lot of people in this building."
Concierge officer Josel Duque says there was nearly 4 feet of water in the basement of the complex at the height of the flood, which destroyed several units.
"In these four units...the owners lost everything," he says.
The elevators have also been out since Sunday, leaving many elderly residents stranded in their units.
The Rooster River flows behind the complex.
Duque says it’s the fourth flood event at the Cartright Towers since 2018 and the second in just the past two months.
"Every time this happens, they talk about how they're going to repair it, how they're going to do something about the river," Duque says. "It's all talk, and nothing gets done."
The property manager says he's hopeful power will be restored in the complex by Thursday.
