Budget details unveiled ahead of vote set for Monday

State lawmakers are set to vote Monday on a budget that has no income tax hike, but does include some new taxes on meals, mansions and other items.

State lawmakers are set to vote Monday on a budget that has no income tax hike, but does include some new taxes on meals, mansions and other items.
The budget doesn't include a sales tax hike, but digital downloads, dry-cleaning, parking, and interior design will now be subject to sales tax. The sales tax expansion would take effect Jan. 1, 2020.
And there's a new 1% meals tax on all food and drinks served at bars and restaurants.
The budget has a new "mansion tax" on luxury home sales. Home sales above $2.5 million would pay an extra 1% — but only for people moving out-of-state. Homes between $800,000 and $2.5 million would continue paying 1.25%.
Also included is a plan to pays for debt-free community college starting next summer, in July 2020. The budget also includes $42 million extra for schools in the first year, and $80 million extra in the second year.
It will also include a 10 cent tax on plastic bags, a 50% tax on e-cigarette cartridges that include nicotine and a 10% increase in alcoholic beverage excise tax.
There is no income tax hike, including on the wealthy.
