The Connecticut House has approved the Randy Cox Bill.
The legislation requires new seat belt requirements by the end of this year. Officers who violate it could lose their certification.
Cox was paralyzed in the back of a New Haven police van because he wasn't restrained.
"We shouldn't have to do legislation like this. It should be natural. Unfortunately, we were put in the position that we have to do this," said state Rep. Craig Fishbein.
Five police officers are facing criminal charges. Cox is suing them and the city for $100 million.
