Residents across southwestern Connecticut are complaining about their home heating oil contracts.The state says it has received almost 1,000 complaints from consumers who say they feel like they are being taken advantage of.Officials say the consumers locked into prices earlier this year when oil was close to $5 a gallon and expected to rise. Connecticut Attorney General Richard Blumenthal says he understands why consumers may be upset, but that the contracts must be honored. He says many suppliers also were forced to lock into higher prices with their distributors.
