The future of the Head Start child development program in Norwalk is in question.
The Administration for Children and Families sent a letter to the Norwalk Housing Authority saying it is cutting funding.
The letter says the Head Start program failed proper safety standards, including leaving some children unattended.
The Housing Authority's executive director says they have been working on an improvement plan.
Officials says they plan to appeal the suspension.
