'Systemic failure.' State college system mishandled harassment allegations into former chancellor, new report finds

As News 12 has reported, Maduko resigned in April over an investigation in personal conduct. It was later revealed that Maduko was investigated for sexual harassment following a complaint filed by a female employee.

The Connecticut State Colleges & Universities (CSCU) system failed to properly handle sexual harassment allegations against former interim Chancellor John Maduko, according to a new report from an outside agency.

Maduko resigned in April after being investigated for sexual harassment.

He's accused of sending two years' worth of explicit messages to at least one female who worked for him.

The woman, who has not been identified, had previously said nothing was done by CSCU leadership.

The review says multiple leaders failed to report sexual harassment to the Title IX coordinator.

It also says administrators failed to protect employees who filed complaints and that Maduko's hiring process fell short of standard vetting practices.

"This is indicative of systemic failure to protect staff, and culpability extends past the former chancellor," said the Higher Education Committee. "Fresh leadership is the appropriate start, but there must be a significant change in workplace culture, better safeguards and training..."

A CSCU spokesperson says the Board of Regents and System Office have accepted the findings of the report and are moving forward with a series of reforms.

"Our responsibility now is to implement those changes," spokesperson Sam Norton says, "hold ourselves accountable, and restore confidence in the systems that are intended to protect our students and employees."

There's been a new interim chancellor since May.

CSCU plans to conduct a nationwide search for a permanent chancellor beginning in fall 2026.
