Gov. Dannel Malloy detailed his proposed changes to the two-year state budget as lawmakers headed back to Hartford today.
The Democrat delivered his State of the State during the opening day of the General Assembly.
Malloy said it was time for the state budget to evolve to keep up with changing times.
He called for lawmakers to limit spending, including reconsidering existing programs.
He also said it was time to consider a constitutional spending cap.
