For years, homeowners have faced foreclosure over unpaid sewer bills, especially in Bridgeport.
Some homeowners urged state lawmakers Wednesday to rein in water and sewer authorities.
A new bill would ban foreclosures for bills less than $4,000, but towns say that would let people rack up years of bills.
"At that rate, at $4,000, you're still looking at eight years of not having to pay the bill before that foreclosure can be an option," said Jeff Lemay, South Windsor Wastewater supervisor.
Two years ago, lawmakers defeated a $10,000 limit on sewer bill foreclosures.
