A man from Windsor Locks was arrested in connection to a hit-and-run that killed a University of Connecticut student.
Police say Frederick Seymour is charged with evading responsibility and operating a motor vehicle while under suspension. He's in custody on $750,000 bail.
Meghan Voisine, 20, was fatally struck on Oct. 23.
She and her friends were said to be crossing a street in Suffield.
