New York Assemblyman Richard Brodsky has released a report accusing the city of manipulating the assessed value of Yankee Stadium in order to get a tax exemption from the IRS.

Brodsky also says taxpayers spent nearly $850 million on a project that will only create 15 new permanent jobs. He says the city, meanwhile, has done nothing to protect the public from excessive ticket prices charged by the Yankees.

The report, which Brodsky says is based on thousands of pages of documents and sworn testimony from city officials, goes on to claim Mayor Michael Bloomberg's office secretly acquired a luxury suite using proceeds from Yankee bonds.

Brodsky is calling for continued independent investigations and plans on presenting his report to Congress Thursday.

Yankees officials say only that they question the accuracy of the report.
