A man was also shot in the face, although his injuries are not considered life-threatening.
Police also say the other 11 people hurt all suffered non-life threatening injuries.
Police Chief AJ Perez says due to the angle of the gunmen's perch, most of the victims were struck in the legs.
Investigators say while it's not clear what the motive was, they believe there was a very specific reason the gunmen took aim from behind the bushes.
